Personally, my motto is "go all out or go home." I don't really care about the under the skirt/shirt shots because it takes more than .5 seconds of boobs to get me interested, which is why To Love-Ru Darkness is one of my favorites, since it ventures past this without being hentai. Also, I agree. Quick flashes are more likely annoying than appealing.
